Official Program Disclosures
Important rules, restrictions, and eligibility guidelines for the Lifeline and Affordable Connectivity Programs (ACP).
Review Key Rules →One Benefit Per Household
The Lifeline and Affordable Connectivity Program (ACP) benefits are strictly limited to **one discount per household** across the entire United States. A household is defined as any individual or group who lives together and shares income and expenses.
- You may not receive Lifeline from more than one source.
- You may not receive ACP from more than one source.
- Violation of this rule may lead to federal penalties and termination of service.
Our Role: Referral & Education
Lifeline Benefits is an independent, third-party entity. We are **not** a mobile carrier, service provider, or government agency (FCC, SSA, VA).
- We **do not** provide the final mobile service.
- We **only** provide eligibility checks and connect you to vetted providers.
- We are compensated by partner providers for successful referrals.
Annual Recertification Required
To maintain your free service, you must confirm your eligibility every year through the National Verifier system.
- You must respond to annual recertification requests promptly.
- You must use your service at least once every 30 days (e.g., call, text, data use).
- Failure to comply with either rule will result in termination of your Lifeline/ACP service.

Questions About Getting Free Service
Most combined Lifeline and ACP plans offered by providers include unlimited monthly talk, unlimited text messaging, and a generous allocation of high-speed data, sometimes entirely unlimited, at no cost to the eligible household.
The Lifeline subsidy (up to $9.25/month) combined with the ACP subsidy (up to $30/month) totals a discount of nearly $40 per month. Providers craft plans that utilize this full subsidy, resulting in a zero-cost monthly bill for the consumer.
The Lifeline benefit is ongoing as long as you remain eligible. The ACP benefit is currently funded through a separate federal initiative, but is expected to last for the foreseeable future. You must recertify your eligibility annually for Lifeline and periodically for ACP.
