California Resident Guide

Automatic Qualification for
California Residents

California offers expanded eligibility rules compared to the rest of the nation. If you participate in Medi-Cal, CalFresh, or SSI, you are pre-qualified for a free smartphone and unlimited monthly service.

4 Ways to Qualify Instantly in California

While federal rules apply, California has specific names for these programs. Enrollment in any ONE of these grants you access to the Free Mobile Service benefit.

Medi-Cal

Other Qualifying California Programs

  • WIC: Women, Infants, and Children Program.
  • Section 8: Federal Public Housing Assistance.
  • Tribal TANF: For residents on Tribal lands.
  • Bureau of Indian Affairs: General Assistance.
  • Food Distribution: Program on Indian Reservations (FDPIR).
  • School Lunch: National School Lunch Program (Free/Reduced).

The “California Advantage”: Why You Get More

California residents enjoy a unique benefit structure known as the “California LifeLine” program, which operates alongside the federal Lifeline program.

How it works: In most states, the Lifeline discount is capped at $9.25. In California, the state adds an additional subsidy (approx $19.00). When you combine the State LifeLine + Federal Lifeline + ACP, you unlock “Double-Dip” benefits. This means California providers can often offer:

Unlimited Data True uncapped high-speed access
Better Phones Access to higher-tier devices
Hotspot Data More GBs for tethering

Qualify via Income in California

California has higher income limits than the rest of the US to account for the cost of living. Even if you earn too much for federal standards, you may still qualify for the California state program.

Household Size Annual Income Limit
1-2 Members $32,500
3 Members $37,700
4 Members $45,900
5 Members $54,100
Each Additional Member +$8,200
*Important: California income limits for the state-specific LifeLine program are often higher than the federal 135% poverty guideline used in other states. This makes it easier for Californians to qualify.

Your Path to Approval

Step 1: Check Zip Code

Enter your zip code to confirm coverage. In California, different providers cover different regions (e.g., AT&T vs. T-Mobile towers).

Step 2: Verify Identity

You will be redirected to a secure provider portal. Enter your Name, DOB, and SSN4. Tip: Ensure your name matches your ID exactly.

Step 3: Database Check

The National Verifier checks the California state database. If you are active in Medi-Cal or CalFresh, approval is often instant.

Step 4: Shipping

Once approved, your free device or SIM card ships within 3-7 business days.

California Eligibility FAQs

I have Medi-Cal but not Medicare. Do I qualify?
Yes. Medi-Cal (state Medicaid) is the qualifying program. Medicare (federal insurance for seniors) is not a direct qualifier on its own, but most people with dual eligibility (Medi-Medi) qualify through the Medi-Cal portion.
What if I have benefits from another state?
You must be a resident of California to apply for California-based service. If you recently moved, you need to transfer your SNAP/Medicaid case to California before applying, or apply using the Income Method with proof of current residency.
Can I have a LifeLine landline and a free cell phone?
No. The “One-Per-Household” rule applies. You must choose between a subsidized landline OR a subsidized mobile phone. Most households choose the mobile phone for the included data and mobility.
